This page lists Command Cards with 2 dots.
Each player begins the game with two 1-pip cards, two 2-pip cards, two 3-pip cards, and the card “Standing Orders” in their command hand.
During the Command Phase, each player selects a command card from their hand and chooses a commander to issue orders to one or more units on the battlefield. The player whose card has the fewest number of pips has priority.
The player with priority resolves their command card first during the Command Phase and takes the first turn during the Activation Phase.
